REPORTS TO (Title):

Director, Human Resources

The Human Resources department has an opening for a Full-Time Recruitment and Education Coordinator. The successful candidate must be able to meet the normal requirements of the job and possess the following qualifications:

QUALIFICATIONS NECESSARY:

 

  • Completion of a two-year post-secondary diploma in Human Resources Management, Business Administration, or a related discipline. An equivalent combination of education and experience acceptable to the employer may be considered.
  • 1-2 years’ experience working in human resources in a unionized environment preferred.
  • Highly developed communication skills, both in person and in writing.
  • Excellent interpersonal skills with the ability to build and sustain positive working relationships.
  • Positive attitude, strong work ethic, openness to learning new skills, and accepting new work assignments in a rapidly changing environment.
  • Demonstrated experience with recruitment and selection, advertising, orientation, onboarding, development of job descriptions, and interview questions.
  • Experience working in a healthcare or public sector environment preferred.
  • High degree of proficiency using common office software applications such as word processing, spreadsheet, presentation, and email applications.
  • Experience editing content managed websites an asset.
  • Thorough knowledge of employment and human rights legislation and regulations, legal principles and principles of common law applicable to the province of Ontario.
  • Ability to be tactful, maintain confidentiality, exercise good judgment and demonstrate professionalism.
  • Excellent organizational, problem solving, negotiation, conflict resolution, building collaboration, and decision-making skills
GENERAL ACCOUNTABILITY:

 

Under the supervision of the Director of Human Resources provides human resources services in the areas of recruitment and selection, onboarding, orientation of staff and Surge Education lead.

SPECIFIC ACCOUNTABILITIES: 

  1. In consultation with the Director of Human Resources, and in conjunction with the other Human Resource Coordinators, take a lead role in recruitment of new staff.
  2. Develop procedures for orientation and onboarding. Oversee the orientation and onboarding of staff. Work to ensure education and training requirements are completed. Work in conjunction with Staff Health to ensure immunization requirements are met.
  3. In consultation with the Director of Human Resources, and in conjunction with the other Human Resource Coordinators, responsible to help develop up to date, reliable and valid interview questions, and selection processes.
  4. As directed, prepare job offers in line with corporate policy, collective bargaining agreements, and applicable legislative requirements.
  5. As required, update job descriptions for positions prior to posting. Ensure that accurate pay scale, job specifications, and job requirements are identified.
  6. Responsible for advertising positions using a variety of media including newspapers, trade publications, online recruiting services, local job boards, targeted job boards / recruitment services. Ensure adherence to Corporate Budget requirements.
  7. Responsible to update job postings section of corporate website.
  8. Responsible to help complete OHA, Statistics Canada and other surveys as assigned by the Director of Human Resources.
  9. Responsible to complete employee movement spreadsheet as assigned by the Director of Human Resources.
  10. Be alert to changes in employment legislative acts and regulations as well as the outcomes of arbitrations and common law cases regarding labour relations and employment law. Apply this knowledge as required.
  11. Support the provision of an effective Human Resources function through strong recruitment practices, effective orientation and onboarding, and ongoing training and development.
  12. Provide consistent application of human resources policies, procedures, collective agreements and legislation as it pertains to recruitment, onboarding, and training and development. Will provide support and advice to department leaders in these Human Resources functions.
  13. Participate in the achievement of strategic goals and objectives as they relate to human resources.
  14. Participate on corporate committees as required.
  15. Other duties as assigned.

DIMENSIONS:

The position is one of five (5) positions that presently report directly to the Director, Human Resources:

Senior Human Resources Coordinator

  • Human Resources Coordinator
  • Education/Recruitment Coordinator
  • Occupational Health & Safety Coordinator
  • Staff Health Nurse

There are approximately five hundred and sixty (~560) employees distributed within five facilities, in numerous classifications, generally assembled into support staff, professional/technical and management categories.

This position is continually challenged to balance the interests of the corporation with the needs of the individual; it is charged with the responsibility for the consistent application of policies and procedures within its portfolio to ensure they are up-to-date in terms of organizational needs, best practices and changes to legislation and alternatively it must recognize appropriate exceptions and timely change.

It is imperative that this position develop and maintain credibility and integrity with managers and all employees regardless of status.

It is essential that the incumbent is able to make effective recommendations and decisions when policies, procedures and past practices are unavailable or unclear.

Decisions made by the incumbent will commit the organization. Decisions of a significant nature require discussion with and authorization of the Director, Human Resources.
